Local Ownership, Inclusivity and Civil-Military Synergy in EU External Action

Our Training and Capacity Building Coordinator, Gabriëlla Vogelaar, has published an article in the Journal of Regional Security, entitled ‘Local Ownership, Inclusivity and Civil-Military Synergy in EU External Action: The Case of EU Support to Security Sector Reforms in Mali’.

Informed by our work in Mali, Vogelaar makes an incisive contribution in exploring the challenges and opportunities faced by the EU to enhance its potential for civil-military cooperation in managing crises.

Vogelaar makes the important and persuasive argument that
 

only with ‘a stronger focus on the inclusivity and local ownership aspects of civil and military action of the EU, will it be able to better address the “intangible aspects” of security sector reform.’
